{"id":14674,"date":"2017-11-29T14:38:11","date_gmt":"2017-11-29T11:38:11","guid":{"rendered":"http:\/\/chpantalya.com\/?p=14674"},"modified":"2017-11-29T14:38:11","modified_gmt":"2017-11-29T11:38:11","slug":"akaydindan-sibyan-mektepleri-icin-arastirma-onergesi","status":"publish","type":"post","link":"https:\/\/chpantalya.com\/?p=14674","title":{"rendered":"AKAYDIN&#8217;DAN SIBYAN MEKTEPLER\u0130 \u0130\u00c7\u0130N ARA\u015eTIRMA \u00d6NERGES\u0130"},"content":{"rendered":"<p>2009 y\u0131l\u0131nda zorunlu hale getirilen okul \u00f6ncesi e\u011fitimin, 2012 y\u0131l\u0131nda 4+4+4 e\u011fitim sisteminin hayata ge\u00e7irilmesiyle zorunlu olmaktan \u00e7\u0131kar\u0131ld\u0131\u011f\u0131n\u0131, \u00e7ocuklar\u0131m\u0131z\u0131n bedensel, zihinsel, psikomotor, dil ve sosyal duygusal geli\u015fimleri a\u00e7\u0131s\u0131ndan son derece \u00f6nemli olan okul \u00f6ncesi e\u011fitimin zorunlu olmaktan \u00e7\u0131kar\u0131lmas\u0131 ile 4-6 ya\u015f grubu \u00e7ocuklar i\u00e7in a\u00e7\u0131lan \u201cKur\u2019an Kurslar\u0131 Okul \u00d6ncesi Din E\u011fitimi Projesi\u201d ile Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131n\u0131n ve kurucu ve sorumlular\u0131n\u0131n kim olduklar\u0131 belli olmayan, yaz okulu, \u00e7ocuk kul\u00fcb\u00fc, Kuran kursu, kre\u015fi ve anaokulu olarak faaliyet g\u00f6stermek \u00fczere kay\u0131t alan baz\u0131 vak\u0131f, cemaat ve benzeri olu\u015fumlar\u0131n bu alan\u0131 doldurulmaya ba\u015flad\u0131\u011f\u0131n\u0131 belirten Akayd\u0131n, bu konunun ara\u015ft\u0131r\u0131lmas\u0131n\u0131 i\u00e7in TBMM\u2019ye \u00f6nerge verdi.<\/p>\n<p>Tevhid-i Tedrisat Kanunu ile kald\u0131r\u0131lan s\u0131byan mekteplerinin farkl\u0131 ad ve uygulama \u015fekilleriyle yeniden hayata ge\u00e7irildi\u011fini ifade eden Akayd\u0131n, e\u011fitimde dinselle\u015fme ve dindar nesil yeti\u015ftirme \u00e7abalar\u0131n\u0131n bir ad\u0131m\u0131 olarak nitelendirdi\u011fi uygulamalar\u0131, iktidar mensuplar\u0131n\u0131n ama\u00e7lar\u0131n\u0131n ve \u00fclkemizi getirmek istedikleri noktan\u0131n a\u00e7\u0131k bir g\u00f6stergesi oldu\u011funu s\u00f6yledi.<\/p>\n<p>Akayd\u0131n; bu uygulamada \u00f6zellikle yoksul aile \u00e7ocuklar\u0131n\u0131n hedef olarak se\u00e7ildi\u011fini, baz\u0131 vak\u0131flar ve cemaatlerle organik ili\u015fkileri bulunan bu kurslar\u0131n, d\u00fc\u015f\u00fck \u00fccretli ya da \u00fccretsiz kre\u015f, yemek, servis gibi hizmetlerle cazip hale getirildi\u011fini belirtti.<\/p>\n<p>E\u011fiticilerin ise gerekli formasyona sahip olmayan, \u00e7o\u011funlu\u011fu camilerdeki imam ya da hatiplerin e\u015fleri ve g\u00f6n\u00fcll\u00fc ders veren \u00fcniversite \u00f6\u011frencileri oldu\u011funu s\u00f6yleyen Akayd\u0131n, bu e\u011fitim d\u00fczeyindeki ki\u015filerin \u00e7ocuklar\u0131m\u0131z\u0131n okul \u00f6ncesi e\u011fitimlerine katk\u0131 sa\u011flamalar\u0131n\u0131n m\u00fcmk\u00fcn olamayaca\u011f\u0131n\u0131, uluslararas\u0131 ve ulusal d\u00fczeydeki verilerle zaten i\u00e7ler ac\u0131s\u0131 durumda olan d\u00fczeyimizin daha da k\u00f6t\u00fcye gidece\u011fini ifade etti.<\/p>\n<p>Geli\u015fmi\u015f \u00fclkelerin e\u011fitim sistemlerine de de\u011finen Akayd\u0131n, e\u011fitim alan\u0131nda ba\u015far\u0131l\u0131 olmalar\u0131n\u0131n dayand\u0131\u011f\u0131 en \u00f6nemli noktan\u0131n okul \u00f6ncesi e\u011fitime verdikleri \u00f6nem ve bu e\u011fitim d\u00fczeyindeki okulla\u015fma oran\u0131 oldu\u011funu s\u00f6yledi. Ayr\u0131ca bu fayday\u0131 sa\u011flayabilmek i\u00e7in verilecek e\u011fitimin niteli\u011finin de \u00f6nemine de\u011findi.<\/p>\n<p>&nbsp;<\/p>\n<p>4-6 ya\u015f gurubu i\u00e7in a\u00e7\u0131lan bu kurslar\u0131n, Anayasaya, Tevhid-i Tedrisat Kanunu\u2019na, Milli E\u011fitim Temel Kanunu ve Devrim Yasalar\u0131na ayk\u0131r\u0131 oldu\u011funu s\u00f6yleyen Akayd\u0131n; bu kurslar\u0131n hangi say\u0131da a\u00e7\u0131ld\u0131klar\u0131, nas\u0131l bir e\u011fitim uygulad\u0131klar\u0131, bu e\u011fitimlerin kimler taraf\u0131ndan verildi\u011fi, \u00e7ocuklar\u0131n bu kurumlarda neler ya\u015fad\u0131\u011f\u0131, sosyal ve duygusal geli\u015fimlerinin nas\u0131l etkilendi\u011fi, \u015fiddet veya istismara u\u011fray\u0131p u\u011framad\u0131klar\u0131n\u0131n ara\u015ft\u0131r\u0131lmas\u0131 ve \u00f6nlem al\u0131nmas\u0131 amac\u0131yla, Meclis Ara\u015ft\u0131rmas\u0131 a\u00e7\u0131lmas\u0131 i\u00e7in \u00f6nerge verdi.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p><strong>Ara\u015ft\u0131rma \u00d6nergesi Metni:<\/strong><\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p><strong>T\u00dcRK\u0130YE B\u00dcY\u00dcK M\u0130LLET MECL\u0130S\u0130 BA\u015eKANLI\u011eINA<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>2009 y\u0131l\u0131nda zorunlu hale getirilen okul \u00f6ncesi e\u011fitim, 2012 y\u0131l\u0131nda 4+4+4 e\u011fitim sisteminin hayata ge\u00e7irilmesiyle zorunlu olmaktan \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. \u00c7ocuklar\u0131m\u0131z\u0131n bedensel, zihinsel, psikomotor, dil ve sosyal duygusal geli\u015fimleri a\u00e7\u0131s\u0131ndan son derece \u00f6nemli olan okul \u00f6ncesi e\u011fitimin zorunlu olmaktan \u00e7\u0131kar\u0131lmas\u0131 ile Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131n\u0131n uygulamaya ge\u00e7irdi\u011fi, 4-6 ya\u015f grubu \u00e7ocuklar i\u00e7in a\u00e7\u0131lan \u201cKur\u2019an Kurslar\u0131 Okul \u00d6ncesi Din E\u011fitimi Projesi\u201d ile bu alan doldurulmaya ba\u015flanm\u0131\u015ft\u0131r.<\/p>\n<p>Bunun yan\u0131 s\u0131ra kurucu ve sorumlular\u0131n\u0131n kim olduklar\u0131 belli olmayan, bir\u00e7ok &nbsp;internet sitesinden, s\u0131byan mekteplerine; yaz okulu, \u00e7ocuk kul\u00fcb\u00fc, Kuran kursu, kre\u015fi ve anaokulu olarak faaliyet g\u00f6stermek \u00fczere, T\u00fcrkiye\u2019nin bir\u00e7ok yerinde kay\u0131tlar al\u0131nd\u0131\u011f\u0131 bilgileri yer almaktad\u0131r.<\/p>\n<p>Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131&#8217;nca 2013-2014 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda pilot olarak bir\u00e7ok ilde uygulamaya ba\u015flad\u0131\u011f\u0131 bu proje ve kimler taraf\u0131ndan a\u00e7\u0131ld\u0131\u011f\u0131, finansman\u0131n\u0131 kimlerin sa\u011flad\u0131\u011f\u0131 tam olarak belli olmayan di\u011fer okul \u00f6ncesi kurumlarda nas\u0131l bir e\u011fitim verildi\u011fi, \u00e7ocuklar\u0131n psikososyal durumlar\u0131 ve neler ya\u015fad\u0131klar\u0131n\u0131n ciddi bir \u015fekilde ara\u015ft\u0131r\u0131lmas\u0131 gerekmektedir.<\/p>\n<p>Tevhid-i Tedrisat Kanunu ile kald\u0131r\u0131lan s\u0131byan mekteplerinin farkl\u0131 ad ve uygulama \u015fekilleriyle yeniden hayata ge\u00e7irilmesi, e\u011fitimde&nbsp; dinselle\u015fme ve dindar nesil yeti\u015ftirme \u00e7abalar\u0131n\u0131n bir ad\u0131m\u0131 olmakla birlikte, \u00fclkemizi y\u00f6netenlerin ama\u00e7lar\u0131n\u0131 ve \u00fclkemizi getirmek istedikleri noktay\u0131 a\u00e7\u0131k\u00e7a g\u00f6stermektedir.<\/p>\n<p>Baz\u0131 vak\u0131flar ve cemaatlerle organik ili\u015fkileri bulunan bu kurslar, d\u00fc\u015f\u00fck \u00fccretli ya da \u00fccretsiz kre\u015f, yemek, servis gibi hizmetlerle cazip hale getirilerek, ekonomik durumlar\u0131 d\u00fc\u015f\u00fck olan yoksul ailelerin \u00e7ocuklar\u0131n\u0131 hedef olarak se\u00e7mektedir.<\/p>\n<p>Bu kurumlara giden \u00e7ocuklar\u0131n e\u011fitimlerinin, gerekli formasyona sahip olmayan, \u00e7o\u011funlu\u011fu da camilerdeki imam ya da hatiplerin e\u015fleri ve g\u00f6n\u00fcll\u00fc ders veren \u00fcniversite \u00f6\u011frencileri taraf\u0131ndan verildi\u011fi tespitleri yap\u0131lm\u0131\u015ft\u0131r. Bu e\u011fitim d\u00fczeyindeki ki\u015filerin \u00e7ocuklar\u0131m\u0131z\u0131n okul \u00f6ncesi e\u011fitimlerine katk\u0131 sa\u011flamalar\u0131 m\u00fcmk\u00fcn de\u011fildir.<\/p>\n<p>4-6 ya\u015f grubu bu \u00e7ocuklar\u0131n diyanet taraf\u0131ndan verilen kuran kursu \u00f6\u011fretim program\u0131n\u0131, sadece bir pedagog ve iki okul \u00f6ncesi \u00f6\u011fretmene kar\u015f\u0131 Diyanet \u0130\u015flerinden be\u015f, ilahiyat fak\u00fcltelerinden iki, imam-hatip ve kuran kursu \u00f6\u011freticilerinden \u00fc\u00e7 ki\u015finin yer ald\u0131\u011f\u0131 15 ki\u015filik bir komisyon haz\u0131rlamaktad\u0131r. Diyanet d\u0131\u015f\u0131nda a\u00e7\u0131lan s\u0131byan mekteplerini ise hangi cemaat ya da vak\u0131flar\u0131n kontrol etti\u011fi, e\u011fiticilerinin kimler ve programlar\u0131n\u0131n ne oldu\u011fu belli de\u011fildir.<\/p>\n<p>E\u011fitimin; uluslararas\u0131 ve ulusal d\u00fczeydeki verilerle i\u00e7inde bulundu\u011fu i\u00e7ler ac\u0131s\u0131 durum ortadad\u0131r.<\/p>\n<p>Okul \u00f6ncesi e\u011fitimin bireye, aileye ve topluma y\u00fcksek oranda katk\u0131 sa\u011flad\u0131\u011f\u0131 bir ger\u00e7ektir. Geli\u015fmi\u015f \u00fclkelerin e\u011fitim sistemleri incelendi\u011finde, e\u011fitim alan\u0131nda ba\u015far\u0131l\u0131 olmalar\u0131n\u0131n dayand\u0131\u011f\u0131 noktalardan birinin de okul \u00f6ncesi e\u011fitime verdikleri \u00f6nem ve bu e\u011fitim d\u00fczeyindeki okulla\u015fma oran\u0131 olarak g\u00f6r\u00fclmektedir.
